IAMC-TMX Funding Delivery Partner

The Indigenous Advisory and Monitoring Committee for the Trans Mountain Expansion Project (IAMC-TMX) includes 13 Indigenous and six senior federal members to oversee the Trans Mountain pipeline project and provide advice to regulators and other government bodies. Members have a shared goal of safety and protection of environmental and Indigenous interests over lands and waters.

The IAMC-TMX is seeking proposals to administer the IAMC’s Stream 1 funding in partnership with the Indigenous Caucus (“Caucus”), according to a funding agreement with Natural Resources Canada. The successful proponent will administer up to $8 million for fiscal year 2025-2026, ending March 31, 2026 (“the project”). The successful proponent will commit to a one-year relationship, renewable by mutual agreement of the proponent and Natural Resources Canada.

There is an expectation that if other funding opportunities arise for the Indigenous Caucus for related projects, that the same organization would also support administration of those agreements.

The proponent will provide financial services, administering funding in support of approved workplan activities, and participate in the development of IAMC workplans while ensuring responsible stewardship of public funds and providing the necessary enabling frameworks, policies, systems, and best practices and tools to support program management and operations. The successful applicant will be expected to enter into an agreement with Caucus (a Memorandum of Understanding) to establish a shared understanding of responsibility and accountability between the proponent, Caucus, the IAMC-TMX Committee, and Natural Resources Canada.

Proposals are being accepted until November 29, 2024. Preference may initially be given to projects that can proceed on a timely basis.
