IAMC-TMX Linewide 2023

The Indigenous Caucus of the Indigenous Advisory and Monitoring Committee for the Trans Mountain Expansion Project and existing pipeline (IAMC-TMX) will be hosting its sixth annual Line Wide Gathering in-person on November 6-7, 2023. One purpose of the Gathering is to update the Indigenous communities along the pipeline route on both the work the Committee has completed over the past year and our plans and priorities as we move forward. The other purpose is to hear from the communities about their interests and concerns to inform our work.

During last year’s Line Wide Gathering, we received valuable observations, insights and recommendations in the following priority areas:

  1. Marine Shipping;
  2. Emergency Management;
  3. Socioeconomic Monitoring, and;
  4. Indigenous Monitoring and Policy Table.

As the Trans Mountain pipeline nears the end of its construction phase, we find ourselves at a time of transition. We invite you to join us at the 2023 Line Wide Gathering to help us envision how the Indigenous Advisory and
Monitoring Committee (IAMC) can best be of service to you going forward.

Our recent engagements have been insightful. Your feedback has helped shape a new mandate for the IAMC. The first
step in fulfilling this mandate is exploring a Center for Indigenous Regulatory Excellence. This hub would build strength in our communities, offering tools and knowledge to navigate these transitions effectively.

Please join us as we take these significant steps forward, together.

The draft agenda for the two days is below. We are hoping for a two-way dialogue and look forward to hearing your
perspectives.

There are four major shifts in the pipeline project that need our attention:

  1. Broader Oversight: We're aiming to expand the role Communities have from project-specific advice to more general oversight, opening the door for widespread regulatory transformation in our Territories.
  2. Increase in Marine Activities: There will be a huge surge in shipping once the pipeline is built impacting our coastal communities. We need to discuss how to adapt and protect our interests.
  3. Two Pipelines, One Focus: The old 1953 pipeline is re-entering the spotlight alongside the new
    expansion. The way we ensure the safety and wellbeing of our people, with both of them now being operational, matters.
  4. From Building to Running: As construction wraps up, we're moving into the ‘post-construction’ and
    ‘operations’ phases of the project. This change impacts how we monitor and give advice.
